Accessibility and Feasibility of Tourism Supporting Infrastructure: An Evaluative Study on Tourism Destinations in Bekasi Regency

Abstract

This study aims to analyze the accessibility level and feasibility of tourism supporting infrastructure at three tourist destinations in Bekasi Regency: Taman Pelangi (Pebayuran District), Pantai Mekar (Muaragembong District), and Jembatan Cinta (Tarumajaya District). A descriptive quantitative approach was employed with data collected through field observations, interviews, and document review. Assessment was conducted using 15 accessibility and tourism infrastructure indicators with a six-point Likert scale (0–5). Results indicate that Taman Pelangi scored 33 (Fairly Feasible), Jembatan Cinta 30 (Not Feasible), and Pantai Mekar 26 (Not Feasible). Major weaknesses across all destinations include absence of accommodation, inadequate security facilities, limited public transportation, and insufficient sanitation infrastructure. The study recommends improving accessibility infrastructure, developing standard tourism facilities, and strengthening destination governance through multi-stakeholder collaboration.

Fire Risk Mapping Based on Land Use and Population Density in Bekasi Regency

ABSTRACT
Rapid urbanization and industrial growth in Bekasi Regency have substantially elevated fire vulnerability, generating 1,401 fire incidents from 2020 to May 2025. This study aims to develop a Fire Protection System Master Plan (Rencana Induk Sistem Proteksi Kebakaran/RISPK) for Bekasi Regency through a multi-variable fire risk mapping approach. The research employs descriptive methods combining primary data from field surveys and interviews with fire department officials, and secondary data from the Bekasi Regency Fire Department and Statistics Agency (BPS). Fire risk was assessed through a weighted scoring model incorporating three variables: land use function (weight: 2), population density and fire incidence (weight: 3), and yard area percentage (weight: 1), analyzed across 23 sub-districts. Results indicate that eight sub-districts—Babelan, Cibitung, Cikarang Barat, Cikarang Selatan, Cikarang Utara, Tambun Selatan, Tambun Utara, and Tarumajaya—are classified as high fire risk. The study proposes three Fire Management Areas (Wilayah Manajemen Kebakaran/WMK) aligned with spatial planning directives and identifies critical gaps in firefighting infrastructure, including an insufficient fleet of only 17 fire trucks against a minimum requirement of 46 units. The findings contribute a replicable model for integrating spatial risk assessment with fire protection planning in rapidly urbanizing regencies in Indonesia.

Development Strategy for an Integrated Fisheries Center in Bekasi Regency

ABSTRACT

Bekasi Regency possesses considerable fisheries potential, characterized by a 72-kilometer coastline along the North Java Sea, bordered by Karawang Regency to the east and the Special Capital Region of Jakarta to the west. In addition to marine capture fisheries, freshwater aquaculture—encompassing both food fish and ornamental fish—as well as fish-based processed products, represent significant opportunities for local economic development. Despite this potential, the absence of an integrated fisheries center, limited supporting infrastructure, and low fish consumption levels among the community have constrained the sector's growth. This study aims to analyze the internal and external strategic factors affecting the development of an Integrated Fisheries Center in Bekasi Regency and to formulate appropriate development strategies. The Internal Factor Evaluation (IFE) and External Factor Evaluation (EFE) matrix analyses were employed as the basis for the Internal-External (IE) matrix, from which the grand strategy was derived. The total IFE weighted score of 3.03 and EFE weighted score of 3.02 indicate that both internal and external factors exert significant influence on the development strategy. Plotting these values on the IE matrix places the initiative in Cell I, suggesting a growth strategy through horizontal and vertical integration. The SWOT matrix further generated strategic alternatives encompassing S-O, W-O, S-T, and W-T strategies to guide the development of the Integrated Fisheries Center.

Analisis Faktor-Faktor Yang Memengaruhi Niat Beli Makeup Halal Pada Generasi Z Di Kota Bekasi

ABSTRACT

The use of cosmetics among Generation Z continues to increase, including in Bekasi City, which has the second highest national expenditure on cosmetics. However, awareness of the halal status of cosmetic products remains low. This study aims to analyze the factors influencing Generation Z's intention to purchase halal makeup in Bekasi City. The study employs the Theory of Planned Behavior (TPB) approach to analyze how halal makeup purchases are formed. The research was conducted using quantitative methods and Partial Least Square – Structural Equation Model (PLS-SEM) analysis, involving 168 Generation Z respondents in Bekasi City. The results of the study indicate that religiosity, price, utilitarian value, product quality, halal awareness, and halal knowledge have a positive and significant effect on the intention to purchase halal makeup.

Abstract

In recent years, there has been a rapid increase in the number of Islamic investors. A survey by the Financial Services Authority (OJK) reveals that financial inclusion within the Islamic capital market has been rising, reflecting growing public interest in this sector. Despite this, investment decision-making in Indonesia remains relatively low. This research seeks to assess the level of Islamic financial literacy and examine how literacy, inclusion, locus of control, and investment behavior impact investment decisions. The study involved 151 participants, gathered through questionnaires distributed to Sharia investors in DKI Jakarta. Data analysis was conducted using SEM-PLS and descriptive statistics. Findings indicate that Islamic financial literacy in DKI Jakarta is adequate. Islamic financial literacy, Sharia financial inclusion, and locus of control have a significant impact on investment decisions, whereas investment behavior does not.

Unemployment Reduction Strategy in Bekasi Regency

ABSTRACT

As the largest industrial area in Southeast Asia, Bekasi Regency faces a paradoxical employment challenge: high investment growth coupled with an Open Unemployment Rate (TPT) persistently above the provincial average—8.82% in 2024 compared to West Java's 7.89%. This study employs a mixed-methods approach, with qualitative methods as the primary design supported by quantitative data, to analyze post-pandemic employment dynamics, the impact of Industry 4.0 penetration, and the profiles of 369 senior-secondary-school job-seeking respondents. Key findings identify a chronic skills mismatch as the root cause: a fundamental misalignment between secondary education graduates' competencies and precision manufacturing industry requirements. Of total unemployed persons, 74% are senior high school graduates, and 62.4% are aged 15–24. BLK (vocational training centres) capacity of only approximately 1,000–1,500 trainees per year falls far short of actual demand, while more than 40% of industrial workers are recruited from outside the region. This study formulates an integrated strategic framework through: (1) digitally-based BLK revitalization targeting 5,000 trainees per year; (2) strengthened local-labour absorption regulations (minimum 50%); (3) a Triple-Helix model linking government, industry, and educational institutions; and (4) economic diversification through SME and creative-sector empowerment. Projections indicate that with consistent strategic intervention, the TPT can be reduced to 6.5% by 2029.

Standarisasi Penyelenggaraan Destinasi Wisata Di Kabupaten Bekasi: Evaluasi Kondisi Eksisting Dan Arahan Strategi

ABSTRAK

Standarisasi penyelenggaraan destinasi wisata merupakan upaya strategis dalam meningkatkan daya saing pariwisata daerah. Penelitian ini bertujuan mengidentifikasi kondisi eksisting destinasi wisata di Kabupaten Bekasi berdasarkan komponen atraksi, aksesibilitas, amenitas, dan ancillary, serta merumuskan arahan standarisasi berdasarkan hasil analisis SWOT. Pendekatan kualitatif dengan teknik purposive sampling digunakan untuk memilih 18 objek wisata dari enam kategori (bahari, alam, industri, rekreasi, kuliner, dan heritage). Penelitian dilaksanakan pada Januari–Mei 2025 melalui observasi lapangan, wawancara, dan telaah dokumen. Hasil penelitian menunjukkan bahwa seluruh sampel destinasi wisata belum sepenuhnya memenuhi standar yang diamanatkan oleh Permenparekraf Nomor 9 Tahun 2021. Kelemahan terbesar ditemukan pada komponen amenitas (ketiadaan fasilitas difabel, sanitasi tidak layak) dan ancillary (absennya SOP pengelolaan dan pemandu berlisensi). Analisis SWOT menghasilkan strategi bertahap (jangka pendek, menengah, dan panjang) untuk masing-masing kategori wisata. Standarisasi yang konsisten diproyeksikan mampu meningkatkan kualitas layanan dan daya tarik wisata, sehingga mendorong peningkatan kunjungan wisatawan domestik yang pada tahun 2024 mencapai 3.323.414 orang.

Mapping of Regional Superior Product Potential as a Local Economic Development Strategy Based on MSMEs: A Case Study of Bekasi Regency, West Java

Abstract

This study aims to identify, map, and analyze the potential of regional superior products (PUD) in Bekasi Regency as a basis for MSME-based local economic development strategies. Conducted in 2024–2025, the study employs a mixed-methods approach combining descriptive-qualitative analysis with Location Quotient (LQ), Dynamic Location Quotient (DLQ), and Shift Share Analysis (SSA). Primary data were collected from 248 MSME units across 23 sub-districts; secondary data were drawn from BPS Bekasi Regency GRDP data for 2020–2024. LQ analysis identified five sectors with LQ > 1: processed food (1.61), local trade (1.35), herbal beverages (1.31), garment/convection (1.19), and tofu-tempeh industry (1.12). DLQ and SSA confirm the competitive advantage and future growth potential of these sectors. The study recommends cluster-based industrial development, MSME ecosystem strengthening through digitalization, and a quadruple helix collaboration model for sustainable local economic governance.
