This article aims to analyze the potential, institutional framework, infrastructure, cultivation systems, and development strategies of the Agricultural Agribusiness Center in Sindangmulya Village, Cibarusah District, Bekasi Regency. This study employs a qualitative approach through surveys, observations, and interviews. The analysis is conducted using the Highest and Best Use (HBU), SWOT, IFAS, and EFAS frameworks to formulate an integrated development policy direction. The findings indicate that the area has advantages in accessibility, land availability, and adequate infrastructure support. The cultivation systems applied include conventional agriculture, hydroponics, and goat farming, all integrated with educational and tourism functions.
